Peewee Piranha was just an egg living in the Sky Station Galaxy until Mario crash-landed onto it, breaking its egg and hatching the angry baby.
Peewee Piranha resembles an infant version of Petey Piranha. It was not really evil, just mad that Mario woke it up.
